The Oregon Public Defense Commission is seeking a skilled Data Analyst (ITS3) to help shape and steward the agency’s data future. In this role, you will lead data governance efforts and manage OPDC’s data assets to ensure they are accurate, well-structured, trustworthy, and aligned with the agency’s mission. Position: Data Analyst (ITS3)
This is a limed duration position, expected to last through the end of the current biennium (June 30, 2027). The position may be extended or converted to a permanent role, depending on future funding and organizational needs. If the position becomes permanent, the individual hired into the limited duration role will assume the permanent position.
Position Start Date: Monday, January 5th, 2026

Minimum Qualifications:
Five (5) years of information systems experience – OR -
An associate degree in Computer Science, Information Technology, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience -OR -
A bachelor’s degree in information technology, Computer Science, or related field AND one (1) year of information systems experience.
What you will do: This position will provide data governance and management of all data assets for the Oregon Public Defense Commission. As the custodian of data structure, making sure that data is usable, trustworthy, and aligned with business needs. This role will ensure that our data is accurate, well-structured, and accessible, supporting data use across the agency.

Duties
Data Management
Ensure accurate, consistent, and well-governed data across systems by maintaining data quality, enforcing usage and access policies, managing roles and permissions, and supporting data extraction and reporting. Develop and modernize agency data solutions – including Power Platform/Dataverse tools, SQL database conversions, and updated front-end designs while training users on data structures and interconnections.
Data Governance
Support the development and implementation of data governance policies, statewide-aligned data classification standards, and role-based control best practices. Contribute to improving data quality, enhancing ETL processes, and applying AI best practices to promote innovative and responsible data use.
Miscellaneous
Extract and compile data to produce management reports while also developing and documenting user instructions, technical materials, and routine operational procedures.

Who we are.
The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.
OPDC’s mission is to ensure constitutionally competent and effective legal representation for people eligible for a public defender. Its office includes the Executive, Appellate, Trial, Trial Development & Resources, and Administrative Services Divisions.
OPDC negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
