Major Duties:

  • This position may be filled at either the NF-04 (Developmental) or NF-05 full performance level. At the NF-04 level: Duties performed in this position are developmental in nature, leading to advancement to the position of Senior Contract Specialist, NF-1102-5, AM378. Performs duties outlined in the target-level position with the following differences: Under close supervision, incumbent receives developmental assignments and formal training. Non-competitive promotion to the full performance position will occur after one year and upon completion of developmental requirements and satisfactory performance; and provided the target position guide is classifiable to its present title, pay plan, series, and pay band level at the time the incumbent is performing the full scope of the major duties under the proper level of supervision. At the NF-05 level: As senior contracting officer, responsible for and manages the full range of contract management functions including all pre and post award functions on assigned procurements. Advises the chief and the director in the formulation of acquisition strategies and the division's strategic plan. Serves on various committees and process action teams. Provides technical guidance and expert assistance to outside agencies and other contracting officers in the execution of NAF contracts. Interprets policy and provides guidance to customers, colleagues and subordinates. Takes initiative and seeks ways to improve the efficiencies of operations. Researches alternatives and develops methodologies. Recommends improvements in contracting procedures and initiates corrective action. Develops and generates management information reports. Uses automated procurement system in the performance of duties. Performs public relations and marketing duties including article publication, and presentations. Interfaces with policy division on procurement policies and procedures as required. Mentors junior contract specialists. Serves on recruitment panels and serves as contracting officer if appointed. May serve occasionally as a training instructor.

Qualifications: RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. NF-04: 1. Experience in applying acquisition laws, contract principles, statues, Executive Orders, regulations and/or procedures applicable to pre-award and post-award actions. 2. Experience in planning, negotiating, procuring, and administering contracts for a wide variety of complex requirements. 3. Must have experience creating and delivering formal written and verbal presentations to various levels (i.e., writing complex acquisition plans, statements of work, solicitations, contracts and supporting documentation; conducting proposal conferences, evaluation panels, site visits, and debriefings). NF-05: 1. Experience directly related to the duties described above managing complex, multi-million dollar procurements requiring source selection procedures. 2. Extensive knowledge of procurement regulations, contract laws, acquisition planning; Government and commercial procurement practices, contract policies and procedures; and knowledge and skill in negotiation techniques. 3. Proven leadership and customer service abilities, and the ability to meet stringent deadlines in a fast-paced environment. 4. Ability to obtain Certified Professional Contract Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III in contracting or other applicable professional certification. 5. Must have excellent organizational skills; be highly skilled in written and verbal communications; especially presentation skills to leaders at the SES/Flag Officer level. 6. Must be proficient in Microsoft Windows, Word, Excel, Standard NAF Automated Contracting System (SNACS) and other related software as required. Preferred are those candidates who possess a bachelor's or a Master's degree and CPCM, DAWIA II/III in contracting or other applicable professional certification. In addition to having at least one full year of experience working with federal architect/engineer or construction contracting. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education.
