Infrastructure Projects engages several engineering and construction contractors to execute the projects’ Scope of Works (SOW) which usually combine multidiscipline across civil, electrical, process, mechanical, instrumentation and control, among others and both greenfield and brownfield. This includes a variety of facilities such as: well pads (civil sites) and its surface facilities, oil and gas treatment plants (early an central processing facilities), either full or partial (e.g.: a particular equipment or installation), power utility systems, pipeline scopes, pumps stations, electrification grids, etc.. Projects are mostly brownfield.

The Construction Supervisor is responsible for the overall Projects Construction Delivery and support the commissioning team during the commissioning and start up until handover the portfolio of projects to Operations. The Construction Supervisor will actively participate in all aspects of Projects Portfolio delivery and take full responsibility for the delivery of all construction activities throughout the project/portfolio life cycle and provide construction input to the projects which are in the early development phases.

The Construction Supervisor will report to the Argentinian Infrastructure Project Manager and will be accountable for the delivery of all Construction related aspects of the Argentinian Infrastructure Projects Portfolio, complying with: safe delivery of the Projects’ SOW and engineering deliverables, within the available budget and schedule, and while ensuring a flawless commissioning and start-up.

Dimensions

General responsibilities, but not limited to:

• Integrate with the Shell Argentina Project team as well as the Shell Argentina Operations one and all the Construction Contractors and the involved variety of vendors.

• Apply sound and consist of Shell Project Processes and Contracts that holds the Contractors accountable

• Create a One Argentina Project Team mindset that builds relationships

• Ability to optimize designs working as One Project Team early in the planning phases with little/no cost impacts

• Positively Influence all phases of execution to deliver flawlessly

• Skills to keep a No Change Mindset along basic and detail engineering and construction phases and strict discipline to manage inevitable changes accordingly to the management of change standard (MOC)

• Ability to communicate effectively throughout different channels such as team meetings, emails, presentations, reports, instant messages, etc., information like progress/status, concerns, issues or new ideas/better ways, surveys, safety investigations, performance reports, work descriptions, feedback to third parties, project or front of works’ KPIs, etc.

• Effectively manage On Site Representatives (OSRs, means third parties construction supervisors), leading them to achieve the Construction Supervisor’s objectives

• Manage OSR within their contract terms and help apply and monitor consist of consequence management 

• Ensure Construction Readiness Reviews are ready for a successful Construction execution without delays

• Co-Lead Shutdown (SD) planning with Operations and the Project Engineer

• Lead analysis of SD work and duration for least impact on operation and deferments

• Lead SharePoint for collection of documents and use for OSRs, ensure they have the latest version access in the field  

• Comment on Project documents timely that indicates delivered will occur within the document framework  

• Own Constructability input for cost effective designs and Team drawing assurance reviews  

• Champion site use of the applicable Quality Management System: ITPs, ITRs, SATs, audits & assessments

• Ownership of applied Learnings, Best practices and Project interfaces through to Turnover to Ops

• Strong no change mindset with the early formulation of alternatives and the ability to seek timely acceptance

• Manage construction contracts and even collaborate in drafting them.

• Lead planning of bid walks, kick of meetings, use and track Requests for Information (RFIs), receive and manage Field Change Requests (FCRs), monitor Non Conformance Report (NCRs) mitigations and use Quality Observations (QOs), assist Contract and Procurement team in bids

• Lead Contractor optimization of baseline schedule and ensure timely weekly updates are reported

• Tailor construction and execution approaches to the regional contracting market and capabilities HSSE

Leadership Responsibilities:

• Provide HSSE Leadership at all Argentina sites, share learnings when requested

• Lead site execution per the Plan, within Simultaneous Operations (SIMOPs), contractor HSSE MS, quality, productivity and schedule     

• Frequent sites (4-5 days per week) and perform visible leadership assessments

• Report through VSL/LOD1 and intervene for any unsafe behavior/condition, ensure JSAs are to ALARP

• Be the site visionary to get OSR looking 2 weeks look ahead for HSSE and schedule impacts to ALARP  

• Participate in project HSSE reviews when necessary

• Ensure that all staff and contractors adhere to HSSE rules & regulations and procedures

• Participate in daily toolbox meetings, safety walks and other safety initiatives

• Participate in incident investigations when requested and share final report

• Perform safety site walks with Argentina LT, Contractor LT and colleges

• Know when to plan for Hazard Identifications (HAZIDs) when the Contractor Risks are moderate-high to alignment Team

• Analyze contractor deliver plan, trust by verify, for Risks and when to mitigate to ALARP are well documented

• Lead OSRs KPIs that are tracked, provide prevention steer, documented and shared with Construction team

• Know human factor engineering for safe operations and know when it is applicable to designs within reason

• Effectively manage all risks during the execution phase, including non-technical risks.

• Effectively manage construction contracts and contractors, , in coordination with the PM.

Selected candidate will be based at the Sierras Blancas/Coirón Amargo SO/Cruz de Lorena (SB/CASO/CDL) / Bajada de Añelo (BAN) Shell Argentinian Fields.

Requirements

Experience and Qualifications required:

• +5 years of experience in Construction Project Supervision roles into the Oil&Gas Industry. Experience in projects over 10 million dollars and Brownfield types are a plus.

• Engineering degree: civil, industrial, mechanical or electromechanical.

• Previous roles and background in engineering and/or project engineering are a plus

• Demonstrated management of embedded and execution contractors within Goal Zero, Quality & Project promises    

• Strong HSSE commitment and demonstrated HSSE leadership skills

• Examples that change the construction execution course with well thought plans and mitigations

• Proven track record on single larger, fast pace complex projects preferred 

• Ability to apply fit for purpose handover vision to Construction of details needed in: SOW, CWPs, HAZIDs, CRRs 

• Solid background in all aspects of project execution including design, procurement, planning, fabrication, site installation, commissioning and start-up

• Ability to know the levers to pull safely to support business changes and single out what matters and what can wait to provide clear and decisive leadership

• Strategic thinker and pragmatic technician without much direction 

• High personal energy level and a proven track record in achieving stretching personal and business goals

• High order interpersonal skills

• Ability to work in a physically challenging warm and cold climate

• Native Spanish speaker with good proficiency in English

• Knowing the local industry is essential
