Construction Manager – (Richmond, VA)

A long-established, full-service engineering and construction management firm is seeking an experienced Construction Manager to support highway construction and inspection activities in the Richmond area. The organization has a strong history in civil and structural engineering, program and construction management, project controls, and technology services and is recognized for delivering responsive, innovative, and high-quality services for public and private sector clients.

Position Summary
The Construction Manager will oversee all phases of highway construction projects to ensure work is completed in accordance with plans, specifications, and quality standards. The role requires progressively responsible experience in managing increasingly complex transportation projects. This position involves direct supervision of project staff, coordination with multiple stakeholders, and ensuring accurate documentation, compliance, and project performance.

Key Responsibilities
Manage assigned construction project elements, ensuring compliance with plans, specifications, and contract documents.
Oversee project personnel, inspection activities, materials testing, documentation, budget, and schedule.
Support the Area Construction Engineer with project oversight and administrative responsibilities.
Conduct investigations, evaluations, and prepare written documentation as requested.
Analyze project plans and contract requirements to ensure constructability and identify potential design errors.
Review project records for compliance and direct corrections when necessary.
Provide recommendations for partial and final contractor payments.
Monitor budgets and schedules, recommending adjustments when needed.
Supervise and evaluate project staff performance and compliance with project requirements.
Lead project meetings including pre-construction, utility coordination, and progress meetings.
Prepare and review correspondence and recommendations made by project staff.
Recommend solutions for field construction challenges and design modifications.
Prepare and review work orders, independent cost estimates, and Time Impact Analyses.
Coordinate with design, materials, environmental, traffic engineering, right-of-way staff, and other stakeholders to maintain project schedules and requirements.

Technical Knowledge and Skills
Strong understanding of roadway, structural, and traffic engineering principles, construction methods, and contract requirements.
Knowledge of VDOT Road and Bridge Specifications, Standards, Construction Manual, Inspector Manual, and MUTCD.
Familiarity with materials performance, environmental considerations, legal requirements, and safety regulations for transportation projects.
Proficiency with survey instruments, nuclear density gauges, and materials testing equipment.
Strong computer skills, including Microsoft Office and construction management software.
Ability to conduct constructability and bid ability reviews, as well as cost and schedule analyses.
Ability to interpret roadway and bridge plans, specifications, and contracts.
Strong written and verbal communication skills for technical, administrative, and project documentation.


Qualifications
8+ years of experience in highway construction management.
BS in Civil Engineering or related field.
PE preferred.
Certified Construction Manager (CCM) preferred.

Physical Requirements
Ability to sit, stand, walk, talk, and listen for extended periods.
Ability to climb, balance, stoop, kneel, crouch, crawl, or reach as needed.
Ability to lift up to 70 pounds on an infrequent basis.
Ability to read documents, view computer screens, distinguish colors, and maintain depth perception and peripheral vision.
