We are seeking a Consolidated Student Data Warehouse Policy Analyst (Operations & Policy Analyst 4) to join our Office of Research, Assessment, Data, Accountability, and Reporting (RADAR at the Oregon Department of Education. This is a Management Service Non-supervisory permanent position.
This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. This position does require frequent in-state travel. You must maintain a valid driver’s license and a satisfactory driving record or provide an acceptable alternate method of transportation.

This position is in the Office of Research, Assessment, Data, Accountability, and Reporting (RADAR), overseeing the Department’s research plan and related data justice initiatives, as well as the federal assessment and accountability requirements present in the current iteration of the Elementary and Secondary Education Act. The office collects, validates, and reports data for educational research, policymaking, and operations. Ensuring security of confidential data and personally identifiable student information is a function of the office. The office has a primary charge of supporting the analytical and data needs of other ODE offices, the Legislature, and the Governor's Office. The office also responds to data requests and supports the Quality Education Commission. The team is also responsible for ODE's assessment and accountability work, which includes the development, calculation, and reporting of information related to the state's K-12 education assessment and accountability systems. The work of this office impacts local school districts, education service districts, professional associations, and other agencies involved in education programs in kindergarten through post-secondary education.
What You Will Do!
In this role, you will provide expert policy advice and lead the design and implementation of Oregon’s new statewide integrated student data system as mandated by HB 2508 (2025). You will work closely with agency leadership, districts, and statewide partners to establish policy, operational practices, and technical frameworks that guide how student data is recorded, stored, transmitted, and reported across the state. This position combines strategic policy development, complex project management, and cross-agency collaboration to ensure the successful adoption of common data standards and operational workflows in schools and districts.
Typical Duties Include:
Plan and facilitate meetings of the Technical Advisory Committee members, in partnership with RADAR and the Office of Finance and Information Technology (OFIT) staff.
Lead internal and external community and education partner groups to recommend the design and implementation of the statewide consolidated data warehouse (SCDW).
Lead the development, adoption, and implementation of policies and Oregon Administrative Rules (OARs) governing statewide student data practices.
Advise agency leadership and make recommendations to the governor’s office and the legislature on policy, statutory language, and operational decisions affecting student data systems. Represent the agency in public communications.
Partner with OFIT colleagues to coordinate the implementation of the SCDW, including project management, technical requirements, pilot testing, and engagement with schools, districts, and other partners.
Develop and deliver guidance, training, and resources to support districts, schools, and education service districts (ESDs) in adopting data standards, ensuring accurate reporting, and improving educational outcomes for all students.
Minimum Qualifications (Need to Have)
A Bachelor's Degree in Public Administration or Policy, Behavioral or Social Sciences, Statistics, Political Science, Information Systems, Data Science, Computer Science, or any degree demonstrating the capacity for systems-thinking, policy analysis, communications and engagement, technical expertise, and data management experience; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience demonstrates the capacity for systems-thinking, policy analysis, communications and engagement, technical expertise, and data management experience.
Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
Experience with common educational data standards, common student information systems, and/or state or local data collection, storage, and reporting practices
Strong project leadership and management skills, with experience leading complex, multi-stakeholder initiatives that require strategic planning and operational oversight, particularly for technical or data-focused projects
Experience with professional high-stakes oral presentations
Exceptional written communication skills, including the ability to explain technical concepts to audiences with a wide range of expertise
Experience with interpreting and/or writing laws, rules, and policy guidance. Ability to make and defend strategic decisions with far-reaching impacts. Comfort with independent decision-making.
Experience working collaboratively across different organizations, establishing effective relationships with partners and community groups, and leading or coordinating engagement or advisory committees

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
