The Contractor shall provide Airborne Communications services in support of the E-6B Communications Department. Contractor must be fully capable of operating the E-6B communications suite and is a previous Naval Aviation Training Operational Procedures Standardization (NATOPS) qualified instructor. Assist in trouble shooting, Root Cause Analysis (RCA) investigation, and validation of operational procedures on E-6B aircraft. The incumbent shall attain certification under NAVAIR as a “Project Specialist” passenger and retain continuous airborne eligibility in support to SCW-1 Airborne Communications Operations and Mission Specialist Communications Support.

 

Responsibilities:

  • Perform ground/airborne aircraft communications testing and troubleshooting of all communication systems and established procedures to provide feedback and submit changes as required.
  • Assist with drafting exercise and procedural message traffic under direction of the Deputy for Communications.
  • Fly on the E-6B troubleshooting/validating communications issues/resolution as required by the N6 and may be tasked to perform the duties as an exercise observer when required.
  • Attend meetings, taking and distributing meeting “minutes”, maintaining files and records, and assist in researching and preparation of plans and procedures advice and recommendations.
  • Perform trend analysis of E-6B communications equipment performance and discrepancies in order to provide recommendations for system and equipment repair.
  • Assist in root cause analysis efforts in the E-6B communications suite. - Perform daily analysis of TACAMO/airborne command post missions for communications anomalies, non-delivery or non-receipt of required messages to include communications systems software and prepare software trouble reports for any communications system on aircraft.
  • Perform as the aircraft systems subject matter expert for the Command Configuration Control Board.
  • Identify training needs and ensuring the training needs are communicated to the appropriate authority.
  • Must have a previous qualification as an “EKMS User” in accordance with the requirements of EKMS 1A
  • Shall have knowledge/experience in U.S. Navy communications to include Joint Army Navy Air Force Publications and Allied Communications Publications, fleet broadcast procedures, and NC3 communications architecture.
  • Provide technical assistance to the FIT and VX-20 as required.
  • Travel within CONUS.

 

Required Skills:

 

  • Must have not less than 5 years, within the past 7 years, practical experience in U. S. Navy airborne communications systems and technical expertise in E-6B communications suite voice and data circuit procedures and been previously certified in at least two (2) communication system positions in the E-6B communications suite.
  • Must have not less than 5 years, within the past 7 years, practical experience with United States Strategic Command (USSTRATCOM) strategic connectivity procedures as they relate to the U.S. Navy Take Charge And Move Out (TACAMO) and airborne command post missions.
  • Possess a DoD "TOP SECRET" security clearance upon commencing work, and shall obtain a DoD "TOP SECRET", with Sensitive Compartmented Information access clearance within thirty (30) calendar days from the start of the period of performance.
  • Requires ability to communicate with superiors and subordinates.
  • Possess an upper- degree (Associate or higher) or equivalent experience and minimum 10 years of related work experience.

 

Desired Skills:

 

  • Proficient in Microsoft Outlook, Word, Excel and PowerPoint.
  • Knowledge of DoD NC3 system.
  • Knowledge of CJCS Vol VII procedures.
  • Knowledge of DoD/Navy and USSTRATCOM NC3 directives.
  • Proficient in Microsoft Access, Adobe Photoshop and Adobe Acrobat.

The proposed salary range for this position is:

$61,600 - $129,300
