Job Description:
Parsons is looking for an amazingly talented Commercial / Contract Manager to join our team!
The Commercial / Contract Manager shall be responsible for the overall administration and management of all commercial, financial, and contractual aspects of the Project Management and Construction Management (PMCM) services for a flagship FIFA stadium in Riyadh, KSA.
The position ensures strict compliance with the Client’s contractual requirements, financial governance procedures, and the conditions of the FIDIC-based consultancy and construction contracts. The Commercial / Contract Manager shall oversee the contractual and cost-control functions, ensuring that value, risk, and change are effectively managed throughout the project lifecycle in accordance with the Client’s objectives and the PMCM Scope of Services.
Core Responsibilities:
Administer and manage all contract documentation, correspondence, and records, including payment applications, variations, claims, and change orders, ensuring that all submissions are accurate, substantiated, and compliant with contractual provisions.
Review and evaluate contractors’ commercial submissions, payment certificates, and financial claims to confirm validity and alignment with the approved terms and conditions.
Prepare cost forecasts, budget updates, and cash flow analyses in collaboration with the Project Controls team, ensuring early identification of potential deviations from the approved financial plan.
Oversee the development and implementation of commercial procedures, ensuring adherence to the Client’s approval processes and the PMCM contractual framework.
Lead the assessment, negotiation, and resolution of variations, claims, and disputes in coordination with the Project Director and Client representatives.
Monitor and control all financial commitments, ensuring that liabilities and exposures are accurately tracked and reported in accordance with the project’s reporting requirements.
Provide strategic commercial guidance on procurement, contract risk management, and value engineering to support Client decision-making.
Maintain comprehensive, auditable records of all contractual correspondence, commercial data, and financial transactions to ensure transparency and traceability throughout the project.
Support the preparation of monthly progress and financial reports, cost summaries, and commercial dashboards for submission to the Client.
Ensure that all commercial practices are conducted in accordance with applicable laws, professional standards, and the ethical requirements of the contract.
Qualifications and Experience:
Bachelor’s Degree in Quantity Surveying, Construction Law, or Engineering from a recognized university.
Chartered Member of the Royal Institution of Chartered Surveyors (MRICS) or equivalent professional qualification is mandatory.
Minimum 20 years of professional experience in commercial and contract management, including significant experience on stadium, arena, or large-scale infrastructure projects.
Demonstrated expertise in the administration of FIDIC-based consultancy and construction contracts, including claims management, contract negotiation, and financial risk mitigation.
Proven ability to manage multi-contract environments and coordinate with project controls, procurement, and legal teams to ensure consistent commercial governance.
Strong analytical and reporting skills with comprehensive knowledge of cost management systems, contract law principles, and Client-side financial controls applicable to major
