Major Duties:

  • SUMMARY: The primary purpose of this position is to serve as a working program manager through planning, directing, organizing, and exercising oversight of the Unit Training Manager program assigned to each organization. Position also serves as Base Training Manager in support of the military enlisted on-the-job training (OJT) program; as the single point of contact responsible for planning, administering, developing, and evaluating the base training program for all enlisted personnel assigned or attached to Misawa AB, Japan. Serves as liaison between the installation and unit commanders and Headquarters Pacific Air Forces (HQ PACAF) regarding enlisted upgrade training and ancillary training. DUTIES Serves as the base training manager, ensuring that Unit Training Managers (UTMs) and Additional Duty Training Managers (ADUTMs) are qualified in and knowledgeable of their responsibilities. Assists in advising UTMs/ADUTMs, commanders, 1st Sergeants and Civilian Training offices ensuring that OJT and ancillary training programs are in compliance with local policies, procedures, and guidelines geared specifically towards the accomplishment of training programs. Manages base-level training (military/civilian OJT): Advises and assists base personnel on proper policies and procedures, corrective actions, and cost-effective training methods to ensure that training needs are met. Serves as the base's training advisor and performs Staff Assistance Visits (SAVs). Gathers and compiles Education and Training data and performs miscellaneous duties.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military personnel policies, reserve mission, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military personnel policies, reserve mission, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers. OR EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of education and training policies, programs and processes related to On-the-Job Training (OJT), Career Development Course (CDC) administration, Career Field Education and Training Plans (CEFTP). Specialty Training Standards (STS), Air Force Job Qualifications Standards (AFJQS), Air Force Qualification Training Plans (AFQTP), ancillary training program and directives, and Department of Defense (DoD) education policies, programs, and processes. Knowledge of the AF Military Personnel Data System (MILPDS), and Advanced Distributed Learning System (ADLS) as it pertains to training and education data management. Skill in the use of surveys and statistical data to analyze trends and ability to make recommendations for improving education and training programs. Ability to review, analyze, and evaluate training programs and objectives in order to identify training requirements, skill upgrades, and development programs to meet the mission objective. Ability to plan work independently and organize and instruct classroom training courses or seminars as required. Ability to communicate effectively in writing when preparing written forms, schedules, and reports relating to base training and education programs and to verbalize in a succinct manner the importance of required documentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
