Job Summary: The position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Budget Review Division (BRD), Budget Systems Branch (BSB). OMB assists the President by analyzing issues and presenting options for national policy in the areas of budget, legislation, regulation, information, financial management, electronic government, and procurement.
Major Duties:
- As a Supervisory IT Project Manager, GS, 2210, 15, your typical work assignments may include the following: Supervises a team of professional and technical personnel to manage IT programs and projects. Assists employees in improvement of performance and keeps them informed of policies, personnel, and other management programs. Identifies development and training needs of employees. Implements IT project plans to meet objectives, coordinates and integrates project activities, manages project resources, participates in phase, milestone, and final project reviews, identifies project documentation requirements or procedures and develops and implements product release plans. Identifies customer information systems requirements, analyzes information systems requirements, designs or conducts analytical studies, cost benefit analyses or other research. Works with subject matter experts and other stakeholders to gather requirements and define software specifications. Manages system integrity through proper planning, coordination and execution of IT projects in support of federal budgeting requirements. Addresses and mitigates project execution issues and risks, working to ensure all levels of government IT staff and contractors are aware of their responsibilities and the expected outcomes of their work.
Qualifications: MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Supervisory IT Project Manager, 2210. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- You may qualify at the GS-15 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Demonstrating proficiency in project management principles, processes, and procedures by applying widely recognized best practices within the project management field; 2) Navigating through the project management lifecycle to effectively initiate, plan, execute, monitor, control, and close projects; 3) Creating, overseeing, and implementing comprehensive project plans, including communication, scope, time management, risk, budget, and procurement strategies; 4) Organizing and leading stakeholder meetings to collaboratively develop project plans and secure customer input for finalizing schedules; and 5) Exhibiting expertise in project execution, monitoring, and control, while managing resources, milestones, and project status reporting in both technical and non-technical environments. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
