The Mayor’s Office of Performance and Innovation (OPI) is Baltimore’s in-house strategy, performance, and data team. We work across city agencies to strengthen service delivery, build modern data and digital capabilities, and promote transparency. OPI uses data and design to help improve services in ways that residents and staff can see and feel.
Position Description
The Civic Technology Lead (Operations Manager II) serves as the principal technical architect and hands-on engineer within OPI, responsible for designing, building, and optimizing digital systems that advance city operations and service delivery. This role combines deep technical expertise in cloud engineering, software development, and data architecture to drive Baltimore’s digital transformation. The Civic Technology Lead works closely with OPI teams and partners with Baltimore City Information Technology (BCIT) to ensure technical alignment across applications and data.
Reporting to the Deputy Chief Data Officer, the Civic Technology Lead is the primary architect and technical resource for the team responsible for end-to-end design and delivery of modern, scalable solutions. This position leads efforts to automate processes, integrate citywide systems, and apply emerging technologies (such as AI and mobile applications) to drive innovation and efficiency. The role also provides technical guidance to OPI project teams and collaborates with BCIT and other stakeholders to ensure best-in-class technology solutions for city government. The Civic Technology Lead is OPI’s principal technical architect designing, developing, and integrating solutions that power Baltimore’s digital transformation and help city teams deliver modern, impactful services.
Essential Functions:
Minimum Qualifications:
Education: Have a bachelor’s degree in computer science, data science, engineering, information technology, or a related field from an accredited college or university.
AND
Experience: Have at least seven (7) years of experience in cloud engineering, data engineering, or digital transformation, with a proven track record designing and implementing process automation and integrated system architectures.
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Preferred: Master’s degree in a technical field, certifications in Azure or related platforms, and experience with tools such as Terraform, Docker, Kubernetes, or CI/CD pipelines.

Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
