Job Summary: This position is in the Safety organization (NF) of Chief Administrative Officer (N), Bonneville Power Administration (BPA). The purpose of this position is to serve as the Dept of Energy FEOSH designated Safety and Health Official for BPA; insuring compliance with applicable federal, state, and local requirements; and serving on the Executive Safety Committee, interpreting federal OSHA, state, or local laws as applicable, industry standards or practices regarding BPA safety considerations.

Major Duties:

  • As the Chief Safety Officer, you will: Serve as the Chief Safety and Occupational Health Manager. Assure implementation by subordinate teams and others of the goals and objectives for the program segments and functions for which Safety is responsible. Implement industry leading safety practice benchmarking and industry leading performance examples. Develop and implement BPA's Safety Strategy. Assign work to subordinates. Develop performance standards and evaluate the work performance of subordinates. Represent the Safety organization, Chief Administrative Officer, and BPA in working directly with executive-level personnel, managers and staff in BPA and DOE HQ; influential individuals and organized groups from outside DOE; and other stakeholders. Act as a consultant to other regulatory entities such as state occupational health and safety regulators and other rule-making entities.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized Experience is defined as: 1) Leading a project or team in the development of Safety and Occupational Health policies and procedures for an organization; AND 2) leading compliance audits to ensure organizational compliance with safety laws, rules, regulations, etc. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
