Job Overview

Responsible for year-round law enforcement and security activities, special event security, and community relations, to include relationships with local and federal law enforcement, university neighbors and community groups; dispatching and electronic security systems; criminal and special investigations; student guard program; developing training programs for incumbent’s department and other University members relative to safety and security. Develops plans, programs and procedures for all administrative and operational activities. Leads police accreditation, licensing, and officer compliance processes for the University. Ensures Clery compliance program is robust and successful. Performs full range of supervisory duties to include recruiting, hiring, performance evaluation, awarding, promoting, and disciplining employees (including participation in grievance hearings).

Work Interactions and Work Mode Designation

This position reports directly to the Vice President for Public Safety. Reporting to the Chief is the Deputy Chief. Additional staff members include both sworn and civilian staff, including both bargaining unit members and exempt employees.

The Chief has the authority to initiate and implement organizational changes (e.g., personnel, technical, facility), and budgetary transactions consistent with applicable University policies and guidelines. Works closely and directly with the other key infrastructure leaders at the University. In conjunction with the Vice President for Public Safety and University Chief Information Officer, oversees management, coordination and implementation of enterprise security systems including, but not limited to, radio communications, alarm and video management systems.

 

GUPD officers are commissioned special campus police officers, vested through the District of Columbia Metropolitan Police Department, with full powers of arrest on campus property. GUPD works closely with the Metropolitan Police Department and District of Columbia Fire and Emergency Medical Services Department.

Requirements and Qualifications:

Master’s Degree required.

At least fifteen (15), though preferably twenty (20) years of experience in progressively responsible positions in a large-scale municipal law enforcement agency, and preferably in a major university, including several years in a senior leadership role.

Additional experience in management and labor relations.

Comprehension of Clery Act and Title IX.

Excellent interpersonal and communication skills.

Technical Qualifications or Specialized Certification:

FBI National Academy, Southern Police Institute, or ASIS Certified Protection Professional preferred.

Other Skills:

Experience required in budget management, labor relations, affirmative action, and the ability to communicate through both oral and written communications. Prior experience in dealing with the media, the use of social media in a police environment, and in community relations is essential.

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$135,188.00 - $264,291.85

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
