The Global Chief Data Office (CDO) plays a pivotal role in this mission. As a central organizational unit, the CDO partners with stakeholders across the enterprise to enable frictionless customer journeys, support ESG-driven innovation, and deliver data products that enhance decision-making. With emerging trends such as digital wallets on the horizon and increasing regulatory expectations around data governance, the CDO is evolving to meet these challenges head-on, ensuring our data remains both a strategic asset and a safeguarded resource.

The opportunity

The BCBS 239 Tribe is a central body within ING, tasked with leading major regulatory change initiatives—predominantly, achieving compliance with BCBS 239. Its strategic role is to ensure end-to-end orchestration across all relevant parts of the bank, including Global Functions (Risk and Finance), Wholesale Banking, and Retail countries.

By embedding compliance into ING’s core operating model, the Tribe aims to:

  • Promote cross-functional collaboration,
  • Eliminate duplicated efforts, and
  • Ensure scalable and sustainable regulatory solutions.

The Tribe works closely with the Chief Data Office (CDO) to strengthen governance policies and accelerate the implementation of data controls—such as standards for data management, reporting, and models—across the organization. It uses both hierarchical and functional reporting lines to mobilize resources efficiently and drive transformation.

Specialized delivery teams within the Tribe focus on:

  • Global Functions: Coordinating mostly Risk and Finance activities.
  • Wholesale Banking: Aligning data controls with the WB regulatory agenda.
  • Retail Countries: Ensuring local execution of global compliance standards.
  • Scalability & Frameworks: Driving industrialized data flows and tooling efficiencies (e.g., Collibra).

Overall, the BCBS 239 Tribe plays a strategic integrator role, translating global regulatory priorities into local execution, monitoring compliance through heatmaps, and enabling ING to close gaps and meet BCBS 239 requirements effectively.

As a Change Expert III for scalability and frameworks within the BCBS 239 tribe, you will report hierarchically to the BCBS 239 tribe lead. The purpose of this job is to contribute to ING being compliant on these requirements, while, at the same time, help driving business value. The Change Expert III will contribute to the orchestration of the end to end transformation work needed to increase the bank's compliance towards data controls by closely collaborating with countries and support functions and monitoring overall compliance through a heatmap.

Your Responsibilities

As a Change Expert III for scalability and frameworks within the BCBS 239 tribe, you are responsible for:

  • Support the refinement of scalable data distribution patterns and contribute to framework improvement discussions.
  • Assist in coordinating the implementation of standardized data flows across regulatory processes.
  • Apply global platforms (e.g., Collibra) to support data governance and operational efficiency.
  • Help document governance practices that promote scalability and compliance.
  • Collaborate with stakeholders to support onboarding to global solutions and ensure alignment with team objectives.

Your Competencies

We are looking for a strategic and influential change expert with a strong communication style and a proven ability to drive change in complex, fast-paced environments. Known for a proactive and collaborative approach, balancing multiple priorities with clarity and confidence. Brings structured problem-solving and thrives in dynamic, multicultural settings.

  • University (First degree)
  • Experienced practitioner able to work unsupervised
  • Uses clear and effective verbal communications skills without supervision and provides technical guidance when required on expressing ideas, requesting actions and formulating plans or policies.
  • Works without supervision and provides guidance as required on identifying, managing and controlling project-related changes.
  • Conceptual and strategic thinker with excellent communication skills
