We are seeking an experienced professional who bridges the gap between business capture strategy and technical solution design to help us win and deliver impactful programs for the Department of Defense (DoD) and the Department of Veterans Affairs (VA).

Position Summary

The Capture & Solutions Architect plays a dual role — leading capture efforts for large, complex federal opportunities and defining the technical architectures that make our solutions competitive, compliant, and compelling.

You will drive the full capture lifecycle — from opportunity identification through proposal submission — while shaping innovative, mission-aligned solutions in health IT, data interoperability, analytics, and modernization for DoD, and VA customers.

Key Responsibilities

Capture Management

  • Build and maintain a qualified pipeline of opportunities aligned to company core capabilities in DoD/VA health IT.
  • Lead and manage all aspects of the capture process, coordinating Business Development, Technical, Contracts, Pricing, and Proposal teams.
  • Identify and qualify winnable opportunities, including task orders and IDIQs.
  • Shape opportunities through early customer engagement, competitive intelligence, and relationship management.
  • Develop and refine win themes, discriminators, and risk mitigation plans.
  • Perform competitive and price-to-win analyses in collaboration with pricing and finance teams.
  • Identify capability and past-performance gaps and recommend strategies to close them.
  • Apply capture management best practices to increase PWin (Probability of Win).
  • Provide executive briefings and progress reports on capture status, risks, and next steps.
  • Manage multiple concurrent capture efforts while maintaining disciplined process adherence.

Solutions Architecture

  • Lead the design and articulation of technical architectures for complex federal health IT solutions.
  • Translate mission and business requirements into end-to-end solutions encompassing cloud infrastructure, data architecture, interoperability frameworks, cybersecurity, and enterprise application ecosystems.
  • Develop architecture artifacts (e.g., conceptual diagrams, data flow models, transition plans) that support customer briefings and are input to proposal activities
  • Ensure solutions align with federal standards and compliance (HIPAA, FISMA, FedRAMP, DoD RMF, VA data governance, etc.).
  • Work with engineering and delivery teams to ensure technical feasibility, scalability, and cost-effectiveness.
  • Evaluate emerging technologies relevant to DoD/VA health records and data systems (e.g., FHIR, HL7, MHS GENESIS, Cerner VA EHRM).
  • Participate in solution reviews, oral presentations, and technical discussions with government stakeholders and be able to effectively promote a value proposition.
  • Balance innovation with practicality — designing solutions that are both competitive and executable. 

Required Qualifications

  • Minimum 3 years’ experience as a Capture Manager with proven federal contract wins.
  • Minimum 5 years’ experience in business development or technical solutioning in the federal IT sector.
  • Must have demonstrated ability to identify, qualify, and capture IT government contracts within DoD or VA environments, with a current and active pipeline of vetted deals.
  • Minimum 10 years’ of experience working with military or VA health systems, health records, and data interoperability standards.
  • Strong understanding of the federal acquisition lifecycle, contract vehicles, and proposal processes.
  • Proven experience translating customer needs into winning technical solutions.
  • Excellent communication and presentation skills — able to lead discussions across business, technical, and executive levels.
  • Strong organizational, analytical, and project management skills.
  • U.S. citizenship required; must be able to obtain and maintain necessary security clearance.

Desired Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or Business; Master’s preferred.
  • Formal training or certification in Shipley Capture/Proposal Management methodologies.
  • Certification in enterprise or cloud architecture (e.g., AWS, Azure, TOGAF) preferred.
  • Experience leading or supporting large captures ($50M+) in the Federal/DoD/VA health IT market.
  • Hands-on understanding of data interoperability (FHIR, HL7), EHR modernization, analytics platforms, and health data governance.
  • Familiarity with CRM and pipeline management tools (e.g., Salesforce, TechnoMile, GovDash, GovWin).
  • Understanding of cybersecurity and compliance frameworks in federal health systems.

Additional Information

  • Travel: Occasional travel may be required (up to 20%) for customer engagement and industry events.
