EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m.

GENERAL SUMMARY

Under the supervision of the Purchasing Manager, performs a variety of purchasing functions to ensure the cost-efficient procurement of goods and services countywide. Provides technical assistance and guidance to departments and elected officials in the procurement of goods and services.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Procures goods and services in collaboration with departments and elected officials.  May be primary buyer assigned to a department(s) or may be assigned to a department(s) to support procurement activities.

Coordinates and facilitates solicitations, including requests for quotations, requests for proposals, reverse auction, cooperative purchases, sole-source and single-source procurements, and other procurements.

Supports Senior Buyer with interactions on the Michigan Inter-governmental Trade Network (MITN).

Reviews requisitions and writes specifications for competitive bidding.

Responds and posts answers to questions posed by bidders.

Reviews bid proposals from vendors and enters into contracts in accordance with Macomb County purchasing policies and procedures.

Assists County departments and elected officials in selecting cost-effective vendors and contractors using open market procedures that foster fair competition.

Monitors County payment/performance bonds.

Assures that vendor records are current and up to date to mitigate risk.

Maintains purchasing records and prepares required and requested purchasing reports.

Researches specification and performance data in order to identify cost-effective purchasing options.

Prepares financial analysis to support buy/lease decision for equipment purchases, as appropriate.

Receives and responds to procedural questions with respect to purchasing policies and procedures.

Uses the County's current financial software system to process purchase orders and requisitions that are in compliance with policies and procedures.

Monitors vendor and contractor compliance with the terms and specifications of contracts. 

Resolves problems with respect to product quality and reliability, delivery schedules and quality and timing of services in collaboration with departments and elected officials.

Negotiates adjustments with suppliers and terminates contracts, as appropriate.

Operates an automobile while performing assigned job duties.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Associate's degree from an accredited college or university in Business Administration or a directly related field

  • One (1) year previous procurement experience
     

Preferred Education and Experience

  • Bachelor's degree from an accredited college or university in Business Administration or a directly related field

  • Previous governmental procurement experience
     

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
