Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST TITLE 32 PERMANENT, Position Description Number D2232000 and is part of the NH JFHQ J1 ARNG, National Guard. Major Duties:
Qualifications: Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: E5 to E7 Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position. Applicant(s) (Enlisted) who are over grade must clearly state, in their resumes, their intentions to willingly take a reduction in grade. Compatible Military Assignments: MOS Immaterial GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; skills in communicating effectively both orally and in writing; ability to plan and organize work; knowledgeable and competent in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience, education, or training equivalent to the next lower grade level (GS-09). Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Must have experience and knowledge of budgetary laws, Department of the Army (DA), NGB, and USPFO policies and regulations and the internal control programs to ensure that review coverage is appropriate to meet established objectives. Must have knowledge of the policies, goals, objectives, regulations, and guidelines of the budgeting program for the Army National Guard. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS). Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC). Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Financial Management Certification Requirements: Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
