Job Summary:

The Assistant Vice President (AVP),Treasury and Risk provides strategic and operational leadership for the University’s financial management functions, including treasury operations, financial planning and analysis (FP&A), risk management, and accounts receivable. The AVP plays a key role in ensuring the institution’s financial strength, liquidity, and risk resilience in alignment with the University’s mission and long-term objectives. This position will report to the Associate Vice President for Finance on matters related to capital structure, liquidity, financial forecasting, and enterprise risk exposure, and will partner closely with divisions and departments across the University to implement sound financial practices and promote fiscal accountability.

Responsibilities:

  • Oversee cash and liquidity management, ensuring efficient use of working capital and timely execution of banking transactions and regular review of cash positioning and banking structures.
  • Manage short- and long-term financing activities, including debt issuance, debt compliance, and relationships with rating agencies, lenders and financial institutions.
  • Direct cash flow forecasting and coordination with the University’s investment office as appropriate for investment of operating funds.
  • Develop and maintain treasury policies, internal controls, and systems that support financial efficiency and compliance.
  • Lead development of multi-year financial plans and forecasts to inform institutional strategy and decision-making.
  • Oversee analysis of financial performance, key metrics, and scenario planning to support University leadership and board reporting.
  • Partner with academic and administrative units to enhance financial reporting and modeling, long-range planning, and capital planning processes.
  • Direct the University’s risk management practices and insurance programs, including management of the University’s captive.
  • Oversee procurement and management of the University’s insurance portfolio, including claims management and risk financing strategies.
  • Collaborate with departments to develop policies and training that strengthen risk awareness and resilience.
  • Manage the University’s accounts receivable operations, ensuring effective billing, collections, and credit management practices.
  • Implement systems and controls that promote efficiency, accuracy, and compliance with federal and state regulations.
  • Support initiatives to optimize cash flow and working capital through enhanced receivables management and reporting.
  • Lead a team of finance professionals across treasury, FP&A, risk, and receivables; promote a culture of excellence, integrity, and collaboration.
  • Serve as a key liaison to senior University leadership, external auditors, financial institutions, and other stakeholders.
  • Drive process improvements, technology adoption, and professional development across all areas of responsibility.
  • Performs other related work as needed.

Additional Responsibilities

Education, Experience or Certifications:

Education:

  • Bachelor’s degree in finance, accounting, economics, public policy or a related field required.
  • Master’s degree in similar fields preferred.

Experience:

  • Demonstrated experience managing teams and collaborating across diverse institutional functions.
