Purpose of the role:

Reporting directly to the Head of Procurement (non-IT), as Procurement Specialist, you will be working as part of Singapore Procurement Team to contribute to the end of end procurement activities of Non-IT Procurement, including sourcing execution, contract negotiation, as well as supplier management processes, with close collaboration with internal and external stakeholders. Your role is pivotal in identifying and realizing cost saving and efficiency initiatives that deliver real business value in the category across all MUFG’s business units, engaging closely with local and regional/global representative offices based in the Singapore branch office.

Job Responsibilities:

Sourcing Execution

  • Lead sourcing activities (issuance of RFI/RFQ/RFP) through the utilization of applicable corporate policies to establish the right go-to-market approach and see through the tender award process.

  • Ensure deep understanding of business needs to support market analysis, qualitative and quantitative (cost) benchmarking by spend category.

  • Stay abreast of industry drivers and/or indexes to assess any impact to delivery and costs of goods and services purchase

  • Support and collaborate with Regional Category leads (Non-IT) in areas of targeted spend to address execution of regional category and/or formulate negotiation plan.

Contracting Negotiation

  • Execute Procurement contracts as part of sourcing activity and regional/global program extensions, including working with Business/Legal office and suppliers to address contract negotiations, terms review and sign off.

  • Monitors the cost, schedule, and scope of assigned contracts to assure best quality at best.

Supplier Management

  • Develop new supply sources where suppliers are inadequate.

  • Identify and conduct Supplier due diligence to assure business continuity and delivery performance.

  • Support and collaborate with Regional Category leads (Non-IT) in addressing supplier segmentation for performance management.

Efficiency Management / Business Engagement

  • Identify, lead, and execute cost saving initiatives that optimise and deliver value in the indirect Procurement of goods and services.

  • Responsible for setting and achieving performance goals / metrics to improve total delivered / lifecycle cost of ownership, quality, and services.

  • Develop and prepare periodic reports on indirect Procurement activities.

  • Review and manage Improve the current Procurement system’s workflow to reduce processing time while maintaining compliance standards. Promote the continuous development of procurement competencies within the team.

  • Update Procurement Policies and lead the education of internal stakeholders on procurement policies, procedures, and compliance requirements to ensure compliance and promote best practices.

Job Requirements:

  • Bachelor's degree in Supply Chain, business administration, or accounting

  • Minimum five years' procurement /contract management/ category management. 

  • Professional certifications in the field of Sourcing/Procurement/Supply Chain (e.g., CIPS, CPPM, CPM) will be an advantage.

  • Knowledge in procurement contracting will be an advantage.

  • Proficiency in procurement tool like Zycus/Ariba/Coupa/SAP and analytical software.

  • Experience in leading a team would be preferred.

  • In-depth business management and strategic sourcing knowledge.

  • Excellent interpersonal and communication (written, verbal) skills.

  • Excellent problem solving and project management skills.

  • Performance-driven balanced with proven success of working effectively in a cross-functional team in an international environment.

  • Competent in formulating supplier negotiation strategies to address commercial and contractual (includes boilerplates and KPIs/SLAs) aspects.
