Assistant Management Support Officer


Organizational Setting and Work Relationships

The Assistant Management Support Officer provides support to management support functions, including administrative coordination and information management related to human resources, finance, supply chain, and administration. Under close guidance, the incumbent assists in the day-to-day follow-up of processes, compilation of data, and monitoring of compliance with operational procedures. The role contributes to internal coordination and supports the flow of information across units to facilitate smooth operational functioning. The Assistant Management Support Officer works under the direct supervision of a more senior staff member and escalates issues as needed.

Duties

Human Resources

  • Assist with recruitment logistics, onboarding documentation, and staff records.
  • Support application of HR processes under guidance from senior staff.
  • Track completion of performance management activities and learning plans.
  • Provide administrative assistance to HR compliance initiatives.

Financial Management

  • Compile budget and expenditure data and assist in maintaining financial records.
  • Support preparation of financial reports and documentation.
  • Flag discrepancies or issues to finance colleagues or supervisors.

Supply Chain and Procurement

  • Assist with procurement actions and maintain related documentation in responsibility.
  • Monitor delivery schedules and update inventory lists.
  • Provide administrative support for vendor registration and invoice processing.

Administrative and Office Management

  • Support logistical arrangements for travel, meetings, and office maintenance.
  • Maintain filing systems, coordinate supplies, and assist with facility-related services.
  • Help implement basic IT and digital tools under supervision.

Risk Management

  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Desired Candidate Profile

The candidate would be required to forecast the budgetary needs for (ABOD), regularly run reports to monitor and control the ABOD expenditure in the office, supervise and help prepare monthly and Annual closure of accounts, oversee cash and petty cash accounts in the operation and making sure that financial transactions are made in compliance with UNHCR / UN financial ules and regulations.
She/he would ensure that monthly accounts are correct and approved, monthly bank reconciliations are done timely, and open items and unwanted requisitions and PO balances and promptly cleared. She/he is expected to download and prepare reports from Cloud ERP, COMPASS and Power BI and provide financial status data in a timely manner to guide decision making.
The position will assist the Senior Management Support Officer in all administrative and financial matters addressing day to day tasks including visas and stay permit extensions, fleet and travel management and cost sharing MoUs with various UN Agencies.
S/he will contribute to establish and maintain efficient administrative control mechanisms to ensure compliance with UN/UNHCR administrative, and financial rules and procedures. The candidate is expected to coordinate with the Global shared services making sure that the location independent services become part of the GSS profile and are delivered efficiently, consistently and without compromising quality.
The candidate must be a team player as he is expected to supervise Admn and Finance General Service staff and will work closely with Supply, ICT and HR team. She he is expected to travel to the field offices and provide training and capacity building to Finance and Admn staff members.

Nature of Position:

The Assistant Management Support Officer would report to the Senior Management Support Officer and will supervise Finance and Admin units and would be expected to work closely with her/his counterparts in HR, Supply functions and ICT units in UNHCR’s Myanmar operation. The financial and administrative landscape of the operation is highly complex and fluid with US and FATF sanctions, multiple currency exchange rates, office closures, security relocations, and long lead time for the approval of visas, stay & import permits and therefore demand an agile, flexible and prompt response to the emerging challenges.

UNHCR Field presence in the Myanmar operation is marked by deteriorating banking infrastructure, a preference for cash transactions, difficulties in transferring money, and unstable internet connectivity. The incumbent is expected to find practical solutions for payment to partners and vendors despite challenges in order to maintain operational continuity in close consultation with Regional Bureau and UNHCR Headquarter, while still following UN and UNHCR financial rules and regulations.

The position therefore demands proficiency in Finance, sound understanding of Cloud ERP and ability to provide prompt and timely support on various administrative matters including but not limited to visas and stay permit extensions, fleet management, low value procurements, MOUs with sister agencies and asset management.

Living and Working Conditions:

Security: Yangon is a category D Non-family duty station. After the military take-over in February 2021 and ensuing conflict, Yangon is classified as non-family duty stations with an R&R cycle of eight weeks. The security situation has deteriorated in Yangon.

 

Living conditions: The current political turmoil, coupled with sanctions imposed by the UN and several western governments, has impacted supply chains, banking system and markets. Commodity prices (food, petrol, construction materials) have risen. The banking system continues to suffer from bank closures, unpredictable business hours, and lack of cash – especially hard currencies.

 

Health: Health hazards include injuries secondary to road accidents; food-borne disease; flooding and risk of diseases associated with exposure to floodwater. Floods can potentially increase transmission of both water-borne diseases (such as typhoid fever, cholera, leptospirosis, and hepatitis A) and vector-borne diseases (such as malaria, dengue and dengue hemorrhagic fever).  

 

Health facilities: The city has some reasonable hospitals and but generally the medical services remain patchy and many expatriates travel to nearby Bangkok for treatment. Availability of health services and access to medical professionals, health facilities, and pharmaceuticals may be negatively affected by the current security situation.

 

Climate: Yangon has a hot and dry weather from October to May and hot and humid weather from June to September.
