In this position you can expect to work 100% on site at Denver International Airport. Free employee parking is provided.
Schedules are based on the needs or the organization. The candidate may be scheduled to work nights, weekends, and holidays. Shift differentials are offered for swing and overnight hours to recognize and reward employees unique schedules.

The Communications Center supports life-critical operations including airfield emergencies, 911 calls, security incidents, and airport-wide coordination. Due to increasing operational complexity, high attrition, and the need for rigorous training standards, the Administrative Manager will lead a comprehensive, professionalized training and onboarding program supporting Airport Operations Representatives (AORs), Airport Emergency Dispatchers (AEDs), Specialists, and Supervisors. This position focuses on end-to-end workforce development—recruitment, hiring process oversight, onboarding, training, trainer development, quality assurance, and succession planning—ensuring continuity, readiness, and resilience across the Communications Center.
Training Program Leadership
Develop, lead, and sustain the Communications Center training program for AORs, AEDs, Specialists, and Supervisors.
Design, develop, and implement standardized training curricula and simulations for critical Communications Center functions.
Establish performance metrics for trainees and trainers to ensure consistent competency and certification readiness.
Deliver classroom and on-the-job instruction; incorporate adult learning best practices and variable approaches to ensure a high rate of successful trainees.
Conduct “train-the-trainer” programs to professionalize the Certified Training Officer (CTO) role.
Evaluate trainer and trainee performance using exams, practical assessments, progress reports, and KPI monitoring and trainee surveys.
Coordinate and facilitate regular meetings with trainees, trainers, and leadership.
Review, update, and maintain all training manuals, SOPs, and course materials as needed – coordinate with agency point of contact (POC).
Coordinate and collaborate with supervisors for any recurrent training for the Communications Center.
Recruitment, Hiring & Talent Pipeline
Partner with HR to recruit, evaluate, and select candidates for Communications Center roles.
Participate in interview panels, assessments, and candidate evaluation scoring.
Refine job descriptions and minimum qualifications to reflect evolving operational needs.
Develop outreach strategies to strengthen talent pipelines.
Provide data-driven insights on applicant success and hiring outcomes.
Onboarding & Workforce Integration
Design and manage structured onboarding programs for new hires.
Oversee probationary evaluations and early-stage performance assessments.
Training Quality Assurance & Program Evaluation
Perform quality assurance reviews of training sessions, materials, and instructor performance.
Monitor KPIs and present recommendations to leadership.
Track industry best practices and incorporate updates from APCO, NENA, AAAE, TSA, FAA.
Align training with emerging operational demands.
System & Technology Training Oversight
Oversee training for systems including CAD, Telephony, PACS, Harris Radio, NCIC/CCIC.
Serve as liaison with system developers for updates, enhancements, and issue resolution.
Support training for new applications and innovations.
Operational Support & Leadership Continuity
Fill in for Communications Center Supervisor when needed.
Support succession planning.
Assist with SOP reviews and documentation maintenance.
Facilitate and/or attend meetings with stakeholders related to position
Graduation from high school or the possession of a GED, HiSET, or TASC certificate.
Three (3) years of experience training or presenting information in a variety of situations and settings.
One (1) year of the appropriate type and level of experience may be substituted for each required year of pos-thigh school education. Additional appropriate education may be substituted for the minimum experience requirements.
Requires a valid Driver's License at the time of application. Requires professional certification or licensure related to area of work. Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period. Licenses and certifications must be kept current as a condition of employment.
Candidates will bring some or all of the following experience and competencies:
Certified Training Officer (CTO) Certification. If candidates do not currently hold this certification, the City will provide support to obtain it, with a strong preference for completion within the first 3–6 months. The City will also assist in maintaining the certification throughout employment.
Proven experience in training program design, adult education, and instructional methodologies.
Strong project management or project coordination skills.
Experience in airport operations, emergency communications, or public safety dispatch environments.
Knowledge of CJIS, NCIC/CCIC system requirements.
Experience tracking KPIs, developing ongoing training programs, and assessing training effectiveness.
Strong communication, analytical, and stakeholder engagement skills.
FBI criminal background check is required for all positions at Denver International Airport (DEN). Employees are also required to report any felony convictions and/or moving violations to maintain this clearance and be eligible for continued employment. By position, a pre-employment physical/drug test may be required.
Colorado Bureau of Investigation (CBI) background check required. Must pass a CBI background check and fingerprint check and obtain and maintain CBI certification as a condition of employment. Must take and pass an online test every two years to maintain certification.

This position does require shift work as DEN is a 24/7/365 operation (includes nights, weekends, and holidays). Mandatory extended/additional shifts can be required. Additionally, this position is required to work mandatory snow duties, which vary and can include nights, weekends and holidays. Candidates must be able to work extended hours during weather or emergency operations.
