Job Summary: This position is located in the The Eastern District of Tennessee, Knoxville, TN. The selectee of this position serves as a Administrative Officer. You will be responsible for implementing and directing District administrative programs in support of the mission of the United States Marshals Service.

Major Duties:

  • As a Administrative Officer at the GS-0341-13 level, some of your typical work assignments may include: Planning the work to be accomplished by subordinates, establish priorities, assign work, evaluate work performance; and provide advice, counsel, and guidance to subordinates. Advising District management on all financial and administrative policies and procedures. Applying a wide range of statistical and quantitative analytical methodologies in developing short and long-range district budgets based on fiscal allocations from the Chief Financial Officer (CFO). Overseeing the Property Management program for district office to include the district vehicle fleet. Facilitating all district personnel related functions to include coordination for Human Resources activities within the district with the Human Resources Division (HRD).

Qualifications: GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0341-13 level, if you fulfill the following qualifications: Specialized Experience: At least one year (12 months) of full-time specialized experience at or equivalent to the grade GS-12 in the Federal Service performing duties which include the following: Reviewing policies and procedures to recommend improvements to administrative operation's effectiveness and efficiency; Providing advice related to personnel functions such as hiring, employee performance, and/or training; Monitoring procurement of operational and administrative supplies and contracts; and Analyzing budgetary information to ensure accurate status of obligations, accruals, and/or paid transactions. Subject Matter Expert - Qualification Assessment (SME-QA) Note: Subject matter experts will evaluate the first two pages of your resume. Possession of the following competencies: Financial Management :Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost- effective support of programs and policies; assesses financial condition of an organization. Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Contracting/Procurement: Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback toothers on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
